2972956 - Installation Parameters Display and Check fails in Db2 v12 environment

Symptom

Following upgrade to Db2 v12 you execute the automatic parameter check from DBACockpit as follows:

DBACockpit -> Performance -> Installation Parameters

which attempts to download the parameter recommendations note 1863848 for Db2 v11 and reports the following error:

RFC destination SAPOSS: System failure 'Unsigned download of SAP Notes stopped. Please ref'

You execute the same on a system of a different release which attempts to download the correct Db2 v12 parameter recommendations note 2239553,  but reports a similar error:

The parameter check can't be done.
