2973829 - CIS does not release BLOB memory on remote servers until disconnection time

Symptom

When using CIS to access remote TEXT and IMAGE data, under some circumstances procedure cache can fill up with objects shown as 'BLOB Management' when you look in monProcedureCacheModuleUsage. This memory accumulates as the connection gets used and is only freed when the connection closes.
