2973969 - SUM - Cannot load Resource from URL: 500

Symptom

SUM is hung with an error message "Cannot load Resource from URL: 500", similar to the below screenshot:

Trace "dev_saphostexec" has error entries such as below:

[*** ****] *** ERROR => CommandImplnt::Execute: NtCreateProcess failed [CommandImpln 453]
[*** ****] *** ERROR => NtCreateProcess: CreateProcessAsUser(NULL, <"C:\Program Files\SAP\hostctrl\exe\sapcimb.exe" -format flat -tracelevel 1 -continue-on-error -enumi -namespace root/cimv2 -class SAP_ITSAMOSProcess>): The paging file is too small for this operation to complete.
