2975271 - Already submitted RFx Responses do not update if new items have been added in RFx document since then

Symptom

A purchaser user changes an already published RFx document by adding new items to it. After approval the bidder user receives a notification about the RFx change and opens their response. The user notices, that in the response still only one item is displayed.
