2975481 - Decline forms allow candidate to continue with process - Onboarding 2.0

When Candidate Declines to sign the Forms, it is still available to complete the next steps of the process.

After decline, the personal data collection is enabled for the new hire to update any information. There will be an email triggered to the signatories as well.

Managers can use the restart functionality to update data in NH Data Review step and then move through signature step again.

MPH will be triggered only after the document flow is complete. Please raise a ticket if the behaviour is otherwise.
