For the account assignment "Project" P, this is how the responsible is determined:

Internal project In the apps Create Internal Projects and Plan Internal Projects, the person responsible for the internal project is entered in the field Project Manager.

Customer project In the apps Create Customer Projects and Plan Customer Projects, the person responsible for the customer project is entered in the field Project Manager.
