Consolidated or Bulk email is not delivered to multiple recipients in CC or BCC.

Email is not triggered to target user/candidates.

SAP SuccessFactors Recuiting Management

1. Go to Recruiting > Candidate
2. Using filter, search for candidate to send email
3. In BCC fields, add other recipients of the email

There is defined hard limit in sending emails. 

Max. Concurrent Connections From a Single IP : 50
Max. Messages Per Connection : 50
Max. Recipients Per Message : 50

The Contact Candidate/Send Email function in recruiting is not designed to send a single email to multiple users or candidate. If you are targeting multiple candidates to send email, Email Campaign is the designed functionality to handle up to 250 000 candidates.
