2977235 - S/4HANA Cloud PROD: Unable to create KPIs/Reports/Stories in Manage KPIs and Reports

In Manage KPIs and Reports on a Production tenant of S/4HANA Cloud, the add/edit/delete/copy buttons are missing, so KPIs, Reports and Stories cannot be created.

These buttons are available on the Quality tenant.

S/4HANA Cloud Production tenant

The creation and modification buttons are not available in Production tenants by design.
