2980321 - Search Employees via Create New Forms Option in the Performance Inbox

Symptom

In the Performance Inbox (My Forms), there is an option to create new forms for users other than Self, Direct Reports, HR Reports & Matrix Reports via the Search for the subject form containing the following filters: Division, Department, Location, First/Last Names, and Username.
The Create New Forms search filters only appear for a few Performance Form Templates.

Reproducing the Issue

In the Performance Inbox (My Forms), there is an option to create new forms for users other than Self and Direct Reports (or HR Reports/Matrix Reports).

Replication steps:

Go to Performance Inbox
Select "Create New Form"
Select a form template

On the select subject screen, it is possible to search for form subjects via Division, Department, Location, Names, Username:

If a different form template is selected, it is only possible to create new forms for Self and Direct Reports:

Cause

"Allow form creator to select anyone as the subject" has been enabled in the Form Template Settings for the form template containing the Search for the subject form.

Resolution

If there is no requirement for a form creator to create forms from the Performance Inbox for users outside their direct hierarchy (Self & Direct Reports/HR Reports/Matrix Reports), then the following setting should be disabled per form template:

Go to Admin Center > Form Template Settings > Disable the "Allow form creator to select anyone as the subject" setting:
