2980667 - Existing user get deleted from target system after modifying value of sf.user.filter and running of IPS job again

Symptom

With a previously executed Identity Provisioning (IPS) job, there are users synchronized from the source system SuccessFactors (SFSF) to a target system.

Later the value of property sf.user.filter in the source system was modified, and a new IPS job was executed.

As a result, previously created users get deleted from the target system.
