What is the flow when a candidate declines to Sign the Forms?

The behavior of the system when the forms are decline by the candidate is the following:

• When the candidate Declines to Sign, the personal data collection will be enabled for the new hire to update any information. Even if it is declined, email "(ONB) Start Onboarding Process Trigger" will be sent again. It is the expected behavior.
• Managers can use the restart functionality to update data in NH Data Review step and then move through signature step again.
• MPH will be triggered only after the document flow is complete.
• If the System does not have the Personal Data Collection or have it after the Forms Signature, the declining of the forms will have no impact on the flow and the candidate will proceed to the Manage Pending Hire
