Symptom
- HTTP Status 500 error upon login to CMC
- The normal welcome screen may be visible briefly prior to the 500 appearing
- javax.servlet.ServletException: #{setupWizardBean.initializePlugins}: javax.faces.el.EvaluationException
- The error renders it impossible to use CMC
