2988274 - The users with Admin role cannot publish their changes to public versions when the data region is locked

The uesrs with Admin role cannot publish their changes to public versions when the data region is locked.

SAC online help says "Data locks do not apply to users with the Admin role, or the user who created the model. These users can always publish their changes to public versions, even if they affect locked data."

Access to the locked data region as the users who are assigned to SAC ADMIN Role.

Model owners and admin users see the data locking icon if enabled (Table ... -> Show/Hide -> Data Locks) and the UI prevents value changes even though the backend would allow to publish value changes in all cells.

If you intend to change values, choose (Table ... -> Ignore Data Locks) and start changing values.
You will be able to publish these changes via toolbar Data -> Publish Data.
