2988541 - How storage location is determined during production order creation?

Symptom

It is not clear how the storage location of a component is determined during production order creation.
For example the storage location is defined in material master, or in bill of material (BOM) but in CO01 or Create Production Order app during production order creation a different storage location can be seen.
