2990631 - ERROR - Invalid CA EULA Specified during Wily EM installation.

Symptom

The installation of the Introscope Enterprise Manager fails. The following error message can be found in the Introscope_x.x.x.x_InstallLog.log:

Silent install failed
Status: ERROR
Additional Notes: ERROR - Invalid CA EULA Specified.<Installation path>\ca-eula.txt is not a up-to-date CA End User License Agreement file.Edit the responsefile so that the ca-eulaFile property refers to a valid CA End User License Agreement file, then rerun the silent installer.

Or a similar case like below:

Silent install failed
