A sales order is created with a billing block. However, the billing document can be created successfully despite of the billing block.

2. When creating billing document with reference of this sales order, it succeeds without billing block.

The assigned billing block in sales order is not maintained accordingly for the billing document type in SSCUI: Define Blocking Reasons for Billing (ID: 102358).
