2991856 - status ASEQ can be set even the transaction control disllow the instllation/dismantling

Symptom

The install equipment (PMO2) and dismantle equipment (PMO3) are set as 'Forbiden' in the transaction control of a serial number/equipment, but it is able to install on /dismantle from superior equipment which is not per customer expectation.
