2992710 - Unable to decrease the length of a published custom field - SAP S/4HANA Cloud Public Edition

You have decreased the length of a Custom Field and it's not being able to save it due to the following error messages: 

• Field cannot be saved. Correct invalid entries first.
• Field length must not be decreased.

The custom field length cannot be decreased once it is published in app Custom Field.

As stated in Creating Custom Fields | SAP Help Portal: When you publish a field with a certain length, you can't decrease the field length later on. 

You may be able to remove the field from all usage and then delete it in order to create a different field with a different length for the same purpose to replace it.

However, the new Custom Field must not have the same Identifier as the deleted one, once it's not possible to create a new custom field using the same Identifier of a previously created and transported custom field, even if it's already deleted.
