User is not appearing in the drop-down to be selected

SAP SuccessFactors Onboarding 2.0 - All Versions
Reproducing the Issue
When trying to select Hiring Manager on Add New Hire to Onboarding Field, user is not appearing
Resolution
To fix this issue, user needs to exist as EC users: personinfo, employmentrecord and jobinfo. Thus Employee Central setup is required.
