2998133 - Storefront stopped working after upgrading SAP Commerce instance (jstl cannot be resolved)

Symptom

After applying a patch on an existing SAP Commerce instance, the storefront does not work and the following error is visible in the logs:

The absolute uri: [http://java.sun.com/jsp/jstl/core] cannot be resolved in either web.xml or the jar files deployed with this application.
