Cause
Resolution
Currently, it is only possible to create Performance Goals from the Continuous Performance Activities page. It is not possible to create Development Goals from the Continuous Performance Activities page.
There is an existing Improvement Request logged here: Have "Add Development Objective" button in CPM Activities like there is for Performance Objectives. Please vote on it to let Product Management know the functionality is important to your organization.
