3007966 - Item Certificate Template cannot be saved as blank - LMS

Customer wants to remove the certificate linked to the item. After choosing the <blank> option on the list, it switches back to the old one.

2. Certificate of Completion
3. Remove the Certificate (choose blank)
4. Save
5. Switches back to the previous Certificate
