NOTE: With the release 2402 for SAP S/4HANA Cloud, Public Edition , there are 2 new BADIS named "BAdI:Set Values for Purchase Order Header Custom Fields in Purchase Order Outputs" which will be called during output processing of the purchase order. You can use this BAdI to fill the value of custom fields at PO header level. Similarly, a new BAdI for item will also be there named "BAdI: Set Values for Purchase Order Item Custom Fields in Purchase Order Outputs".

These 2 BAdI can be used to set/modify the values of custom fields for purchase order output only. 

Please explore the new BADIs which will facilitate how to fill the custom fields during the Output Determination. This is an advantage to consume the Purchase order data once the PO has been saved and released.
