3008344 - Few or no version headers can be selected in "Create Version of all Items"

Symptom

When using the "Create Version of all Items" functionality for a bucket you click on “Create Project Version” checkbox and open the dropdown for field "Project Version ID/Name". The version IDs shown in the dropdown are fewer than expected (i.e. you do not set all existing version headers, or may not even see any).
