You notice that the broadcast options User specific and Use Broadcast Bursting are not always available.

Resolution
The User specific option is not available straight away when you open the broadcast creation screen. You will need to add broadcast recipients first, and the recipients need to have a valid user in the system. Only then can a broadcast be specific to the user.
If you use the broadcast bursting feature, the system cannot check if the recipients have a valid user. For this reason, it is not possible to use the User specific and the broadcast bursting feature together - please either use the boradcast bursting, or make the broadcast user specific (after selecting users as recipients).
