3010141 - After system refresh of managed system, uanble to create TR due to Change Document Assignment requirement - Solution Manager

• Did a system refresh from a development system to another non-dev system
• The source system had configured required Change Document Assignment when creating a Transport Request
• On target system, unable to create a transport request without assignment a change document, but this system is not a development system in Charm so unable to deselect Change Document Assignment in Change Control Management Administration Cockpit
