Resolution
With Latest Version of Continuous Performance Management, it is now possible to create personal goals on the system default goal plan via the Continuous Performance page. (Caution: Once you’ve upgraded to the latest version. You cannot go back to the previous version)
If the user has permission to Add Goals on the system default goal plan, then the "Create Goal" button will be available in the "View by Goal" tab in Continuous Performance.
There is no separate switch or permission to remove or hide the "Create Goal" button in Continuous Performance Management:
Note:
It is only possible to create personal Performance goals - it is not possible to create Group Goals or Team Goals via Continuous Performance Management.
