In Provisioning > Company Settings, the switch "Enable target population of view goal plan template when assigning group goal 2.0" is enabled:

• Enabling the provisioning switch "Enable target population of view goal plan template when assigning group goal 2.0" is not recommended, and it is not required to use the Mass Assign Group Goal functionality.
• If this switch is enabled in the customer environment, it will cause performance issues for the Mass Assign Group Goal functionality.
• Disabling this switch will have no impact on other Group Goal functionality.
