Symptom
A Recruiting user, logged in English US, sees German language populated by default in the first step of the Offer Approval creation and is unable to change the language.

Reproducing the Issue
Prerequisite: Recruiting user is logged in English US

- Select a candidate

- Offer Approval
- German is populated by default
- When clicking on another language in the drop down menu, an alert occurs: Please select a template before previewing
Cause
English US is not enabled in Manage Recruiting Languages.
When the user's locale is not enabled in Manage Recruiting Languages, the first language in alphabetical order enabled there will populate by default in the first step of the Offer Approval creation.
Resolution
Enable the user's locale in Manage Recruiting Languages.
When this is done, the Recruiting user would need to select an Offer Template first, before trying to change the language, in order to populate the values, as the values are not localized, only the field labels. The values are stored in the Data Base for one particular language only. Only after filling in all required fields (i.e. AdHoc Approver) and saving the Offer Approval, it is possible to change the language just to display the labels in a different language.
