Is there a way to restrict visibility of a few Assessment Vendors or Packages inside the Job Requisition?

That is not possible to be done. There are no ways to hide, restrict, or manipulate any values inside the assessment field.

The assessment field inside the Job Requisition is a configured derived field, which has a unique behavior and contain multiple fields inside this one single field. For that reason the multiple other sub-fields are not accessible, and so, there are no way to manipulate the values, not even using Business Rules. Another thing is that, this field acts as something similar to an Object in the system, that supports multiple entries, but it is actually not an object and there is no way to also determine in which entry we are making changes:
