3015742 - Outbound Location Demand is generated for invalid locations

Symptom

Heuristic opeartor generates Outbound Location Demand(DEPENDENTLOCATIONDEMAND) for the locations with sourcing ratio as 0.

For example, the location L001 and product P001 has two location source of supply as below.

Ship-From Loc. ID Location ID Product ID Location Transport Ratio Lead Time
S01 L01 P01 1 1
S02 L01 P01 0 0

After the Heuristic running, the Outbound Location Demand is generated for S02 with ratio 0 rather than S01 with ratio 1 on the first period of the planning horizon. In other words, the Net Demand of L01-P01 is totally satisfied by the Transport Supply(TRANSPORTDS) of location S02.
