3016670 - Why isn't Text Replacement for Add-Goal-To-Form working?

Why is the "Add Goal" text replacement  for "add-goal-to-form"  not being reflected on the PM form?

Text replacement for "add-goal-to-form"  is unsupported on Goal Plans and won't be reflected on PM v12 Acceleration forms.  

Use Text Replacement in Admin Center to change the text that appears for "Goal/Objective".
