Why is this happening and what needs to be checked from a configuration perspective?

Environment
SAP SuccessFactors Rewards & Recognition
Reproducing the Issue
While logged in as a user who has points, go to Rewards & Recognition.
Select Redeem from within the Redeem Rewards tile.
Choose a vendor from the following page.
When selecting a vendor, you should be navigated to the vendor site which will sign you in via SSO.
In this scenario, you are not logged in and encounter the following message.
Cause
A cause of this may be incorrect configuration of the vendor connection or a restriction of the logged in users IP address.
To review your setup, please review our Rewards & Recognition implementation guide as well as 2853820 - Rewards & Recognition - Point-Based programs
Resolution
In the above scenario, the issue per the message is a restriction in IP address.
To review current configuration and to edit, log into your instance and from Admin Center go to Password & Login Policy Settings.
Select the Set API login exceptions and check for any existing exceptions for the end user who is attempting to access the vendor.
If there is an exception, either add the IP address shown in the bad request page when attempting to access the vendor. Or, delete and remove the exception.
In the above example the IP address is 54.184.127.195. As we have an existing exception, we need to add this to the list for the logged in user.
Save your changes, log in as the end user and navigating to the vendor site should now work.
