3020113 - The entity name must immediately follow the '&' in the entity reference

Symptom

Start of NetWeaver Java fails with error in the std_server log:

com.sap.engine.frame.ServiceException: Start of UME service failed. Check help topic "Start of UME Service Failed". Technical details: The entity name must immediately follow the '&' in the entity reference.

Caused by: com.sap.security.core.persistence.datasource.PersistenceException: The entity name must immediately follow the '&' in the entity reference.

Caused by: org.xml.sax.SAXParseException: The entity name must immediately follow the '&' in the entity reference.
