3021290 - Report RS_BW_POST_MIGRATION fails in step 12

After an upgrade of your BW System or Hana DB you are requested to run the report RS_BW_POST_MIGRATION. The report fails in step 12 'Create Views for InfoProvider'. There is no meaningful log, neither in the report nor in the syslog. Hence you do not have any information about the root cause.
 
The only error that is shown is as follows:

Exception condition occurred for STEP12. Program was terminated
