Symptom

  • Unable to start the Service Intelligence Agent (SIA)
  • Central Management Server (CMS) Start up logs show the following error:
     SAP BusinessObjects BI platform CMS: Unable to connect to the CMS system database ""XXXXX"". Reason: ct_connect(): network packet layer: internal net library error: Net-Lib protocol driver call to connect two endpoints failed CDatabase::Open failure.
