3023066 - Daylight Saving Time as a Factor in the Dates of a Connector Input File - LMS

Symptom

As daylight saving time (DST) begins, certain timezones adjust their clock an hour ahead. One of these is the Europe/Lisbon timezone where it changes from UTC+0 to UTC+1. When an item has a revision date within the daylight saving time, for example, APR-06-2020 15:00:00 Europe/Lisbon timezone, its UTC-equivalent time should be APR-06-2020 14:00:00 UTC.

However, in LMS, when an administrator has a preferred timezone of Europe/Lisbon, and he/she looks at the item outside DST (where Europe/Lisbon timezone is UTC+0), the revision date would still appear as APR-06-2020 15:00:00 Europe/Lisbon timezone as if that revision date is in UTC since Europe/Lisbon timezone is equivalent to UTC outside DST.

With this wrong assumption in mind, upon execution of Item Connector with the intent to update the item, it would undesirably instead result to a new item with a revision date of APR-06-2020 16:00:00 Europe/Lisbon timezone.

Cause

Certain timezones might become similar to the database' timezone (e.g. UTC, EST) outside DST. For example, Europe/Lisbon becomes equal to UTC+0 as DST ends. But these varying timezones should not be used as a basis for determining revision dates in Connector input files since they can be inaccurate.

Resolution

Revision dates in the Connector input file should always be converted to the database' timezone (e.g. UTC, EST). For example, in above-stated scenario, APR-06-2020 15:00:00 Europe/Lisbon timezone is equivalent to APR-06-2020 14:00:00 UTC.
