3023085 - Assign option missing from the Actions menu in the goal plan - Goal Management

The user has Group Goal Assignment permission but cannot see the Assign option in the Goal Plan.

The user does not have any group goal created in the goal plan.

In order to show the Assign option, please have the user create a group goal in the goal plan. Please note you can only assign your own group goal. Group goal assigned to you by another user is not assignable.
