3023134 - Message E BL 001 cannot be processed in plugin mode HTTP

While opening Fiori or NWBC UI screen such as the Transportation Cockpit, there is error:

500 Internal Server Error

Server time:

There is no associated ST22 dump.  ST12 trace does not show any obvious errors.
