1. Go to Recruiting > Job Requisition
2. Open a Job Requisition
3. Find a purged Job Application
4. Under the 'Correspondence' section, click on 'Send Email'

Software Engineering team has acknowledged this behavior and they are currently working on it.

The fix is target to be deployed within 2011.
