3024132 - CMS does not start after upgrade , DSN entries are empty

Symptom

After upgrade, the SIA and CMS server do not start, following error is present in the logs:

The root server reported an error Initialization Failure.
(Reason: SAP BusinessObjects BI platform CMS: Unable to connect to the CMS system database "BI4_CMS_DSN".
Reason: [Microsoft][ODBC Driver Manager] Data source name not found and no default driver specifiedSAP BusinessObjects BI platform CMS:
