3026186 - IPS job fails with error: '503: Service Unavailable'

Symptom

In Identity Provisioning Service, job fails and the following error message is displayed in the job log:

"errorMessage": "\nuser:P000001,\n\nsystem=system_name,\n\nerror=org.apache.cxf.interceptor.Fault: Could not send Message. Caused by: org.apache.cxf.transport.http.HTTPException:
HTTP response '503: Service Unavailable' when communicating with [System_url]"
