3026438 - SYSAM 2.4: lmgrd is not running: Cannot connect to license server system. (-15,570) WinSock: Connection refused"

Symptom

  • After upgrading licensing server to SYSAM 2.4 can't get the licensing server up and running again. 
  • The sysam.log contains these messages:

lmgrd is not running: Cannot connect to license server system. (-15,570)
lmgrd is not running: Cannot connect to license server system. (-15,10:10061 "WinSock: Connection refused") The SYSAM service could not be started. The service did not report an error.
