The error "Resource is not an employee" is raised when trying to create/copy a project in SAP S/4HANA Cloud

Example when copying a project

1. Open the Project Control - Enterprise Projects App
2. Select a project
3. Click the Copy button
4. Enter the project ID and planning start date
5. Click the Create button
6. The error "Resource is not an employee" is raised

Or

1. Open the Project Control - Enterprise Projects App
2. Click the Create button
3. Enter the project ID and required fields
4. Click the Create button
5. The error "Resource is not an employee" is raised

1. For creating/copying a project only the valid "BUP003 Employee" role is supported currently.
   After CE2402.2(planned in the weekend of April 20th), the valid "BUP003 Employee" or "BBP005 Contingent Worker" is supported.
2. For copying a project, the Resource Assignment in App "Project Briefs" will also be copied to the new created project.
   So the assigned resources only support the same role with Cause 1.
   (Project Financial Controller role is an exception and will not be copied/verified because the creator will be assigned as Project Financial Controller automatically.)
3. User does not have authorization for Business Partner Display - Business Catalog ID SAP_CMD_BC_BP_DISP_PC

For Cause 1 above:

• Option 1: Have a user which has the valid "BUP003 Employee" role to create/copy the project before CE2402.2 and has the valid BUP003 or BBP005 role after CE2402.2.
  Option 2: If the user doesn't have related role but it should be allowed to create/copy projects then assign the "BUP003 Employee" role to the affected user see KBA 2646803 – How to maintain employees data in an S/4HANA Cloud.

For Cause 2 above:

• If it's role Project Financial Controller who is not an employee:
  Then this is known issue and is planned to be fixed on CE2402.1 which is delivered in the weekend of Mar 17th, 2024.
  Note: This is the current planning and may be slightly changed by SAP at any time without notice.
  
  Before the fix, you could consider below workaround:
  Delete the Project Financial Controller role in app "Project Briefs" for the old project then copy it to create the new project.
  
  
• If it's role other than Project Financial Controller, you could consider Option 1 and 2 mentioned in Cause 1 and below Option 3:
  Option 3: Delete the resource assignment who is not a valid BUP003 Employee in app "Project Briefs" for the old project then copy it to create the new project.
  
  

For Cause 3 above:

• Add Business Catalog ID SAP_CMD_BC_BP_DISP_PC to the affected user.
