What is the correct behavior of candidate in Position Org Chart?

Expected behavior for the New Hires who have not completed the Manage Pending Hires process to appear inactive in the org-chart.
During the onboarding process, a temporary profile is being created for the candidate. This temporary profile will be available in the Position Org Chart as INACTIVE prior to the actual start/hire date of the candidate. Once they are hired, the actual employee profile will be created and the temporary one will be removed.
