3028316 - Fiori Launchpad shows Could not open app. Please try again later error

• When attempting to open Web Dynpro application, Fiori Launchpad shows below error:
  Could not open app. Please try again later.
  
  
• Browser client console shows below error:
  Failed to resolve navigation target: "#<...>?sap-ui-tech-hint=WDA". This is most likely caused by an incorrect SAP Fiori launchpad content configuration or by missing role assignment. - Could not resolve link '#<...>?sap-ui-tech-hint=WDA' sap.ushell.renderers.fiori2.Shell.controller
  Could not open app. Please try again later. -
  
  
• Start_up request in Browser client network tab shows application intent as expected but the URL is not completed. It shows 
  "~canvas;window=app/wda/SCMTMS/WDA_POWL_OVP/?sap-client=999&sap-language=EN"
