In Manage Project Billing app, the amount "To Be Billed" is positive even if negative time recordings were posted .

SAP S/4HANA Cloud Public Edition

1. Post negative time recording for a resource assigned to customer project. 
2. Go to Manage Project Billing app to check the "To be billed" amount.
3. The amount is showing as positive.

The price of the resource is maintained as negative in Manage Prices - Sales app.

Change the price to positive then post new time recording.
