3029347 - SQL0670N error while performing a Unicode migration + EHP upgrade

Symptom

While performing a Unicode conversion + EHP upgrade, during phase MAIN_SHDPREPUT/PARMVNT_PRE of the upgrade you encounter sql error SQL0670N.

You attempt to get around the problem by enabling Db2 database parameter EXTENDED_ROW_SZ=ENABLE. But the SQL0670N error persists.
