In case RCM is not available to the customer, can we move the Second Rehire Check trigger before the candidate completes initial PDC step or is it possible to disable Second Rehire Check in the Onboarding system

- It is not possible to move the Second Rehire Check trigger before the candidate completes initial PDC step
- It is not possible to disable Second Rehire Check in the Onboarding system as the rehire check in EC will throw an error (when hired through MPH) if the same National ID is used
