3031614 - Performance problem happens due to database locks during S066 update

Symptom

You find many work processes are waiting on database update for S066 in SM50. You may also find DBSQL_SQL_ERROR runtime dump which is caused by SQL error in occurred while accessing table S066. The same issue also happens in table S067.
